Can Two Routers Be Used on the Same Home Network?

Most only allow one MAC address to connect to their modem at a time and the first one that connects will get the public IP and routing. Mine (Altice, used to be Cablevision) will not hand out a second IP address to the 2nd router and no routing obviously.
